IBM's new Dubuque Delivery Center is seeking a Project Manager to manage small to medium size steady state projects for Strategic Outsourcing (SO) accounts. Candidate shall be able to evaluate project requirements, identify and resolve ambiguities, and create all required documentation including but not limited to: scope statements, project schedules, risk mitigation plans, issue logs, status and cost reports. Candidate shall engage resources across the delivery organizations as necessary. Candidate shall be able to perform effectively and lead teams in a very dynamic and matrixed resource environment to meet all project and deliverable requirements. Candidate may have to manage multiple projects simultaneously and should have excellent written and verbal communication skills.
Candidate shall also be able to work as part of a team of PMs under the direction of a senior PM in order to support the successful completion of a complex project. In this capacity, the PM shall be able to execute all above position requirements for her/his subproject(s) within the complex project.
Candidate may sometimes be required to work 2nd & 3rd shift and/or weekends.

| Responsibilities |
- Evaluate project requests to create cost estimates, resource plans and schedules and other project documentation
- Identify and work with commercial client and IBM internal stakeholders
- Conduct Due Diligence meetings to validate solution as necessary
- Lead matrixed teams to achieve all project objectives and requirements on schedule and within budget
- Identify, track and own closure of all issues and actions; escalate issues to IBM management when appropriate and necessary
- Identify project risk, and create and execute effective mitigation plans as necessary
- Conduct project status meetings. Document and publish actions, issues, decisions and agreements from the meetings
- Communicate with project stakeholders and management, including IBM executives and external clients
- Track project finances and take appropriate action as required to stay within budget
- Close out all associated project records
- Complete closeout checklist and gain approval from PE/DPE for project completion
- Review and document lessons learned
- Be available to work nights and weekends as required
- Be able to travel up to 30% to client locations, primarily in the US and Canada

| Required |
- At least 1 year experience in I/T project management
- Basic knowledge in Microsoft Office suite and Project software skills
- Readiness to travel up to 25%; travelling 2 days a week, home on weekends

- Bachelor's Degree in Business/Management
- At least 3 years experience in I/T project management
- At least 1 year experience in Microsoft Office suite and Project software skills
